California County Superintendent’s President Dr. Todd Finnell Statement on the Governor’s 2026‑27 May Revision Budget Proposal


California's county superintendents commend the Governor's continued commitment to the state's nearly six million TK-12 students, and the vital role schools play in supporting children, families, and communities.


The May Revision reflects higher-than-anticipated revenues and a corresponding increase in required education spending under Proposition 98, bringing per-pupil funding to its highest level in state history. As county superintendents, we welcome the proposed investments in special education, community schools, universal and targeted assistance, and expanded learning, all areas central to student achievement and whole-child support. While the additional reserve deposits are prudent, we continue to have concerns with the proposal to withhold $3.9 billion of voter-approved funding from students.


We appreciate the Administration's and Legislature's continued prioritization of education as the budget process moves forward, and we remain committed to ensuring that every student, regardless of background, zip code, or circumstance, has access to the opportunities and support they need to thrive.
